DATE CONVENTIONS IN THE TIME LINE

It has been impossible to get exact dates for some of the events
listed herein. If the event seemed important enough to include, yet no
exact day--or, in some cases, no month--was given, the indication "c."
(for circa) has been put AFTER the information (day or month) in
question.
    As an example, an event known to have occurred in June of 1974, but
without certainty as to the actual day, might be listed as "Saturday, 1
c. June 1974." If only a month and year are known (as in the example
just given), and there is no indication of, e.g., "late June," then the
event has usually been assigned arbitrarily to the 1st or the 15th of
the indicated month, unless surrounding events indicate a different,
more likely day of the month. The weekday names (e.g. Monday, Tuesday,
etc.) have been included as additional data.
    If the only indication of the time of the event was "mid-1974,"
then the entry might read "Saturday, 1 c. June c. 1974, indicating that
the month, too, is estimated from the language of the referenced source.
Only rarely have incidents been included where the only information
available is a givien year. When it seemed important enough to include
in the Time Line, it was put, usually, at 1 c. January c. of the given
year, or at 1 c. July c. of the given year, whichever seemed most
likely--mainly as a "bookmark" for the event, pending more exact dating.
Every effort has been made to isolate, as closely as possible, the
exact date for each event. If anyone has any more accurate information
about any event described herein, please post it to the newsgroup,
"alt.religion.scientology."

Gregory Willardson goes on post as Deputy Deputy Guardian Information
U.S. (DDG I US).

1975 [see]. One or both of these "facts" must be false.

Thursday, 01 c. January 1976
Howard Rosen returns (from somewhere unknown) to IRS's OIO [see database
records for 1 October 1973 and 2 July 1973], and the tax audit case on
L. Ron Hubbard and Mary Sue Hubbard is reassigned to him. (The Hubbard
audit case is for the years 1971 and 1972, according to the
Stipulation.) Rosen is a group manager at OIO, and the person in Rosen's
group who is working on the audit is Thomas R. Crate.

Monday, 05 c. January 1976
An extremely odd entry from this odd source, which can only be quoted:
"Before United Churches' cover was blown, Hubbard made a foray into
Clearwater to direct the taping of a radio show in which three local
ministers had been invited to participate. The Commodore had abandoned
his gold-embossed naval whites in favour of a beret and khaki fatigues
and in this freakish outfit, topped by headphones, be bustled about,
twiddling knobs, adjusting microphones and directing where everybody
should stand. 'They introduced him to me as Mr. Hubbard,' said the
Reverend R. L. Wicker, of Clearwater's Calvary Temple of God. 'But that
didn't mean anything to me. They said he was an engineer.'" NOTE: Date
can only be estimated by the "United Churches" reference, and where the
source places it in sequence.

Thursday, 08 January 1976
LRH, along with three other leaders of Scientology--including Georges
Andreu, former head of the movement's French branch--are convicted in
absentia of fraud in Paris, are levied fines, and given suspended
sentences. [NOTE: This is the date given in the actual appeal court
ruling (in what appears to be a fair-to-poor French-to-English
translation) as the date of the convictions. BUT, see also 29 February
1979,. That is the estimated date of these convictions, according to a
newspaper account regarding Andreu's successful appeal. See OUTPOINTS,
below.]
OUTPOINTS: CONTRARY FACTS: The newspaper account says one thing--putting
the conviction at around this date--but the actual appeal ruling, if it
can be understood, says Andreu (and LRH, et. al) was convicted on 8
January 1976. There seems to be a good deal of confusion surrounding
this entire event.

Wednesday, 14 c. January 1976
Mitchell Hermann, Southeast U.S. Secretary for the Information Bureau
under its reoganization, notifies Michael Meisner by phone that Henning
Heldt and Richard Weigand have approved "mission orders" to send Don
Alverzo to Washington, D.C. to gain access to the new offices of Paul
Zuravin and Lewis Hubbard. The reason given by the Stipulation is: "In
November 1975, the Office Of Messrs. Charles Zuravin and Lewis Hubbard
were placed within a 'red seal' or high security area inside the main
IRS building in Washington D.C. Consequently, the doors were both locked
at all times. As a result of those moves, Mr. Meisner and the defendant
Wolfe were unable to gain entry in these areas and lost the ability to
monitor those areas."
OUTPOINTS: CONTRARY FACTS: Earlier in the Stipulation, it said that JUST
THE FILES had been moved ACROSS THE HALL in November of 1975, into a
file room which had previously been the office of Helen Bumbry--not that
Zuravin's OFFICE had been moved. See database entry for 24 November
1975.

Wednesday, 14 January 1976
The AiResearch Manufacturing Company completes a report to the U.S.
Central Intelligence Agency, suggesting that "further theoretic and
experimental developments [in long-distance telepathy] along the lines
outlined by [Professor Ippolite M.] Kogan [who directed the
Bio-Communication Laboratory of the Popov Institute in Moscow until
1975] are continuing in the Soviet Union."

Thursday, 15 c. January c. 1976
Gerald Wolfe again burglarizes Figley's office, this time with Joseph
Alesi, Collections Officer in the District of Columbia's Information
Bureau, and Richard Kimmel, the Information Branch I Director in the
District of Columbia. According to the Stipulation, they did this
"several times." In the Stipulation's turgid prose: "On each of those
occasions, the stolen copies of documents were personally given to Mr.
(Michael) Meisner by either Messrs. Alesi or Kimmel. They also told Mr.
Meisner that they had taken the documents from Mr. Figley's office,
photocopied then on photocopying machines located within the Department
of Justice, using United States Government property equipment, and
supplies, and stole the resulting copies of documents." (NOTE: dates are
merely estimates. The only clue is that these "events" took place
sometime between late December 1975 and February 29 1976. Arbitrary
dates of 15 January, 1 February, and 15 February 1976 are being assigned
to these incidents.)

Thursday, 15 c. January 1976
According to BFM, "Silver" [Gerald Wolfe] reports (TO WHOM?) that a
Bette Orsini of the St. Petersburg Times was asking questions (OF WHOM?)
about the tax-exempt status of the Church of Scientology.
    Also, around this time, June Byrne, a Scientologist who has gotten
a job as a clerk in the newsroom at the Clearwater Sun, tells the GO
that reporter Mark Sableman seems to be making a connection between
United Churches and Scientology. He has been checking the registration
plates of cars used by United Churches officials and has discovered one
is licensed in the name of "R. Hubbard."
OUTPOINTS: INCORRECTLY INCLUDED DATUM: Where the hell did Miller get
this information? It isn't in the Stipulation of Evidence!

In a written deposition of this date, Richard M. Nixon testifies that he
ordered the FBI to tap the telephones of national security aides, and of
newsmen, "in 1969," and that Henry Kissinger selected those who were to
be tapped.

Saturday, 17 January 1976
Don Alverzo arrives in Washington, D.C., and meets Michael Meisner at
the Church of Scientology at 2125 S Street, N.W. He shows Meisner a copy
of his "mission orders" and informs him that they are to go into the IRS
building with Gerald Wolfe the next day to pick the locks on the offices
of Lewis Hubbard and Paul Zuravin. Alverzo also shows Meisner the
lock-picking equipment he has brought with him, and instructs Meisner on
its use.

Sunday, 18 January 1976
Gerald Wolfe, Michael Meisner and Don Alverzo enter the main IRS
building between 7:00 and 8:00 p.m. Wolfe signs them in using his IRS
I.D. card. They go to the third floor where "Paul Zuravin's file office"
(sic) and Lewis Hubbard's office are located some three to four doors
apart. Wolfe stands guard, Alverzo attempts to pick the lock on
Hubbard's door, and Meisner works on Zuravin's door. After approximately
one to one-and-a-half hours of failure, Meisner, in exasperation, hits
the top of Zuravin's door with his fist--and it pops open. The three
enter and take the remaining Scientology-related documents which had
bcen withheld by the IRS in FOIA litigation. They go to photocopy the
documents. Wolfe takes over photocopying while Meisner and Alverzo make
a further attempt to open Hubbard's office. Finally, Alverzo, "using a
piece of cardboard, is able to force the door open." They take the
Scientology-related materials, photocopy them, then return all documents
to their respective locations. At approximately 2:00 a.m., the three men
leave with a one-foot-high stack of stolen copies. Meisner and Alverzo
go to the Information Bureau offices and place the documents "in a
secure location."
OUTPOINTS: ADDED INAPPLICABLE MAGIC FISTS AND CARDBOARD: When the
lock-pick fails, just hit the damn door. No. When the lock-pick fails,
use your Post Toasties box-top to open a "red zone" high-security door
in the main IRS building. Important lessons for everyone. CONTRARY
FACTS: The Stipulation earlier lied thusly: "that office was forced open
with lock-picking equipment," or lied here. Take your pick (pun

Wednesday, 21 January 1976
In a "compliance report" Richard Weigand responds to a request from
Henning Heldt regarding the mission of Don Alverzo so that Heldt can
respond to a dispatch from Mary Sue Hubbard. Weigand appends to his
letter the report of Acting Southeast U.S. Secretary Mitchell Hernmann
(a/k/a Mike Cooper). Weigand explains that he authorized the Alverzo
mission because of the need to get current documents regarding
Scientology, and that the District of Columbia Guardian's Office
personnel was not trained to pick locks.
OUTPOINTS: ADDED INAPPLICABLE APOLOGIES: Hey, they got the damned doors
open, didn't they. By banging with their fists on one door, and using a

Thursday, 22 January 1976
A "mission report" from Mitchell Hermann, now using his alias Mike
Cooper, to Michael Taylor, the U.S. Secretary for, B-1 WorldWide,
recounts the three-day mission of Don Alverzo to the District of
Columbia. Hermann informs Taylor that on January 17, 1976, Alverzo had
been sent to D.C. to acquire "additional and more recent 1361 tgt 10
data." He adds that the "missionaire [Alverzo] was briefed by AG I DC
(Michael Meisner) and was accompanied by AG I DC and an FSM (Gerald
Wolfe) on the mission." He says that the mission had been successful,
and that "a pile of documents approximately 10" thick" had been seized.
He says Alverzo instructed Meisner and Wolfe on "how to obtain future
access" to these areas. Hermann concludes that as a result of that entry
the remaining documents withheld under the FOIA were stolen from the
IRS.
OUTPOINTS: ADDED BOGUS INSTRUCTION: Maybe Alverzo "instructed" Meisner
and Wolfe to bang on the doors to get them open, or to use a bubble-gum
card--since the lockpicks were useless. See entry for 18 January 1976.

Sunday, 25 January 1976
An unpublished report of the House Select Committee on Intelligence [the
Pike Committee] is leaked to the press by an unknown party. The report
says that federal intelligence agencies in the US operate in such
secrecy as to be "beyond the scrutiny" of Congress. The report cites a
number of irregularities on the part of the agencies in question, which
include the FBI, CIA, and the National Security Agency (NSA).

A letter from Richard Weigand to the CSG Assistant for Information,
James "Jimmy" Mulligan, ostensibly responds to Mulligan's request for
information concerning the status of the IRS document collection under
GO 1361. The letter refers to the Alverzo forced entries into IRS as
well as subsequent areas entered by Gerald Wolfe.

Tuesday, 3 February 1976
Michael Meisner meets with Richard Weigand and Gregory Willardson in
Weigand's office at the Fifield Manor to discuss access to current
docments in the possession of IRS. They discuss a telex which has been
received from CSG Assistant for Information, Jimmy Mulligan, regarding
the information in the office of Lewis Hubbard of the IRS. Weigand
instructs Meisner to prepare a report outlining what has been done.
Meisner writes a telex in the name of Richard Weigand responding to
Mulligan's inquiry.
    Meisner gives the telex directly to Weigand, who approves it and
directs that it be sent to Mulligan (whose offices are near Clearwater,
Florida). Meisner also prepares a three-page handwritten letter to
Weigand dated 3 February 1976, outlining events which had recently taken
place, including the forced entry made by Don Alverzo into Lewis
Hubbard's office at the IRS. Meisner also details how Wolfe gained
access to attorney Stephen Friedberg's office in the Chief Counsel's
Office by unlocking one of his office doors during the daytime. Meisner
informs Weigand that Friedberg had documents relating to the Church of
Scientology of California (CSC) audit dated as recently as January 26,
1976. Meisner hands the report to Weigand.
OUTPOINTS: OMITTED FACTS, ALTERED SEQUENCE: The Stipulation has made no
mention whatsoever of Wolfe having entered the offices of IRS attorney
Stephen Friedberg. In fact, no previous mention has been made of
Friedberg whatsoever, until this account of Meisner including it in a
report to Mulligan via Weigand.

Wednesday, 4 c. February 1976
Meisner attends a meeting with Henning Heldt and Richard Weigand in
Heldt's office on the sixth floor of Fifield Manor. Also present are the
Deputy Guardian for Finance Mary Heldt, the Deputy Guardian for the
Legal Bureau Mary Rezzonico, and the CPA US Martin Greenberg, an
official in the Finance Bureau. Its purpose is to discuss and analyze
the current IRS strategy as revealed in the stolen documents regarding
the pending Church of Scientology of California audit. According to the
Stipulaton, "Each person present at the meeting expresses full knowledge
that the documents in question have been stolen from the IRS offices.
That same day Meisner attends another meeting with Mary Rezzonico and
Gregory Willardson in Weigand's office. During that meeting, Ms.
Rezzonico directs Meisner to instruct the covert agents in the District
of Columbia to be alert to any IRS documents regarding a Scientology
front organization knonw as the Religious Research foundation (RRF). She
is also seeking any information disclosing knowledge by the IRS of any
financial dealings and relationship between RRF and the Church of
Scientology of California.

Thursday, 05 February 1976
A report from Mitchell Hermann (who signs it "Mike C.") to Richard
Weigand, states that numerous documents withheld by the IRS pursuant to
the FOIA have been taken by the Information Bureau in Washington, D.C.
He adds that documents regarding Scientology were taken from many IRS
offices, including the Audit Division, Intelligence Division, Office of
International Operations (OIO), Exempt Organization, Individual Income
Tax Division, Office of the Chief Coursel, Disclosure Division, Special
Services Staff, as well as other offices. [NOTE: This report from
Hermann is ostensibly attached to a compliance report prepared by
Richard Weigand for Jane Kember on 11 February 1976 (see). NOTE ALSO:
OIO is, at this time conducting an audit of LRH and MSH [see entry for
02 c. July 1973. Also, Meade Emory is Assistant to the Commissioner of

Richard Weigand writes a compliance report to Guardian WorldWide Jane
Kember reviewing the achievements of the Information Bureau pursuant to
GO 1361 Target 10, and reporting compliance with that target. He says
that all documents withheld by IRS under the FOIA for the period up to
March 1975 have been stolem from the IRS. These include documents from
the offices of Barbara Bird, Lewis Hubbard, Stephen Friedberg, the Chief
Counsel's office, the Office of International Operations, the
Intelligence Division, and the Special Services Staff. Weigand also says
that documents turned over by the IRS to the Department of Justice Tax
Division and staff attorney Michael Sanders have also been obtained.

the Stipulation of any documents having been obtained from Michael
Sanders, and, in fact, is the only mention of a Michael Sanders at all.

Michael Meisner meets with Gregory Willardson in Richard Weigand's
office in Los Angeles. Meisner shows Willardson how he and Gerald Wolfe
have gained access to locked offices in the IRS building by using "a
shaped metal device. "

Gerald Wolfe again burglarizes Figley's office, with Joseph Alesi,
Collections Officer in the District of Columbia's Information Bureau,
and Richard Kimmel, the Information Branch I Director in the District of
Columbia. According to the Stipulation, they did this "several times."
In the Stipulation's turgid prose: "On each of those occasions, the
stolen copies of documents were personally given to Mr. (Michael)
Meisner by either Messrs. Alesi or Kimmel. They also told Mr. Meisner
that they had taken the documents from Mr. Figley's office, photocopied
then on photocopying machines located within the Department of Justice,
using United States Government property equipment, and supplies, and
stole the resulting copies of documents." (NOTE: dates are merely
estimates. The only clue is that these "events" took place sometime
between late December 1975 and February 29 1976. Arbitrary dates of 15
January, 1 February, and 15 February 1976 are being assigned to these
incidents.)

During meetings in L.A., Michael Meisner's "superiors" (unspecified)
instruct him that, upon his return to the District of Columbia, he is to
obtain IRS documents from the offices of Joseph Tedesco, Jeanne Gessay
and Muriel Moritz of the Exempt Organizations Division, Assistant
Commissioner for Employee Plans and Exempt Organizations Alvin Lurie,
Special Assistants to Lurie Charles Rurpli and Howard Schoenfeld.
Meisner is ordered to obtain all current information at IRS regarding
the Church of Scientology of California audit. His "superiors" want to
receive sufficient notice of any adverse IRS ruling prior to it's
finalization so that they can intervene through their legal
representatives and apply any neccessary pressure to change the ruling.

Kima Douglas rents a brownstone on Q Street in Washington, D.C. for LRH,
her, and Mike Douglas. It is described as renting for $1300 a month, and
being "only nine or ten blocks from the Washington org." They soon set
up telex facilities, and Jim Dincalci joins them, driving LRH's personal
belongings up from Dunedin. An Alan Vos is described as "one of the
aides who...moved into the Q Street brownstone." [NOTE: During this
period, Gerald Armstrong is on the post described as handling all of
LRH's communications. He is not named in this referenced source, but it
is presumed that he is at the brownstone to handle the "telex
facilities."]

to, among others, GO 1361, which she says has been valuable to
understand "the behind the scenes' activity of the enemy." Raymond
attaches the proposed Guardian Program Order which she has entitled
"Snow White Subprogram Hunter, Hunter X." Its targets include the
obtaining of all desired files in government agencies by "job
penetration" and other types of infiltration. The CSW goes through
Gregory Willardson, Richard Weigand, Henning Heldt, and the Deputy
Guardian for Information WorldWide Mo Budlong.

Gerald Wolfe enters the IRS office of Joseph Tedesco during the daytime
and removes the door knob to one of the doors leading to Tedesco's suite
of offices. After working hours, Wolfe returns and enters Tedesco's
office through the knobless door. Wolfe takes all documents related to
Scientology, photocopies them, and returns the documents to the office.
He takes the copies and delivers them to Michael Meisner at a previously
scheduled weekly meeting at a pool hall in nearby Arlington, Virginia.

In a memorandum addressed to Mitchell Hermann (under Hermann's alias
Mike Cooper). Michael Meisner summarizes the documents that have been
stolen by Gerald Wolfe from the IRS offices of Joseph Tedesco. The memo,
"Re: Joseph Tedesco - Current IRS Situation," states that "[t]he
attached concerns Joseph Tedesco's area (Director of the Exempt
Organizations Division... IRS National office) and includes the totality
of Scientology correspondence in his area." Appended to the memorandum
are five pages of the stolen documents. Hermann, as Southeast U.S.
Secretary, is "now receiving all such correspondence." A copy of the
memorandum and stolen documents is sent to CSG Mary Sue Hubbard, as
reflected in the routing.

Network." It begins: "The situation: An individuated Network of Missions
who are not forwarding public up the Bridge, and instead are implicated
in unusual deals with orgs and milking public for their money, etc."

Michael Meisner. NOTE: According to the Stipulation, Gessay's section
had been assigned to give its "technical" opinion regarding certain
issues related to the audit of CSC.

Gerald Wolfe and Michael Meisner enter the IRS building using Wolfe's
IRS I.D. card. They go to the identification room on the first floor,
"where Mr. Wolfe had been two weeks earlier in order to obtain a
legitimate identification card for himself." They force the door open
"by using a metal sheet device," and enter the darkened room using a
small flashlight. Meisner locates a booklet "giving instrucions on the
use of the photographing equipment." Wolfe takes blank identification
cards and types in "two fictitious names for himself, and two fictitious
names for Meisner." Wolfe types the name "Thomas Blake" on one of his
identification card blanks and the name "John M. Foster" on one of
Meisner's identification card blanks. Meisner then places Wolfe's false
I.D. card blanks "into the photographing equipment" and takes
photographs of Wolfe. Then Wolfe places the Meisner cards "into the
photographing machine" and takes photographs of Meisner. Meisner obtains
the badge number which is placed on the identification card blanks from
a book "which was maintained by the IRS identification room and which
listed all cards which were issued by them." Meisner selects "numbers
from numbers which had previously been issued by the internal Revenue
Service." On the "Foster," identification card of Meisner, is typed the
date of issue "3-15-76." On the "Blake" identification card of Wolfe
"3-17-76" is typed as the date of issue. Meisner and Wolfe then "left
the IRS building, taking with them the false and fraudulent IRS cards
which they had made."
OUTPOINTS: ADDED INAPPLICABLE NAMES: Why does the Stipulation say Wolfe,
on the blank I.D. cards, types in "two fictitious names for himself, and
two fictitious names for Meisner." Why two each?
ADDED INAPPLICABLE MAGICAL DOOR-OPENING DEVICE: What the heck are they
using "a metal sheet device" for? They gots their fists, don't they? And

Daily reports begin arriving at the Washington, D.C. brownstone, from
Mary Sue--who is supposedly still in Dunedin--many of them allegedly
detailing the activities of Operation Snow White. (Kima "ditzy" Douglas
later makes this stunning observation regarding this period of time: "It
was strange to think that while we were lying low in Washington, other
Scientologists were going through the files in government buildings not
far from where we were living."

Here are two accounts of a "hit-and-run" scam allegedly run on Mayor
Cazares of Clearwater. The first account is from "Bare Faced Messiah":
    "Rock Creek Park was...the chosen venue for a fake hit-and-run
accident which the Guardian's Office set up in an attempt to end the
political career of the troublesome mayor of Clearwater. Gabriel
Cazares...would be attending the national mayors' conference in
Washington from 13-17 March and the Guardian's Office made hasty plans
to give him a welcome.
    "A Scientologist posing as a Washington reporter sought an
interview with Cazares and introduced him to a friend, Sharon Thomas,
who offered to show the mayor the sights of Washington. Miss Thomas was,
of course, working for the Guardian's Office. Driving with the mayor
through scenic Rock Creek Park, she temporarily lost control of her car
and ran into a pedestrian, who crumpled dramatically. To the mayor's
horror, Miss Thomas accelerated away without stopping, leaving the
injured man lying on the road.
    "A Guardian's Office memo the following day discussed ways of using
the accident to discredit Cazares and concluded: 'I should think the
mayor's political days are at an end.' Curiously Cazares was also on the
Commodore's mind. On the very same day, Hubbard scrawled a note to the
GO: 'Cazares - is there still some possibility the Cubans in Miami might
get the idea he is pro-Castro?'
    "The 'victim' of the hit-and-run accident was a young man called
Michael Meisner, a Scientologist since 1970. Meisner was the key figure
in Operation Snow White: he was 'running' all the GO agents who had been
infiltrated into government agencies in Washington, had personally taken
part in several burglaries at the Department of Justice and organized
the copying of tens of thousands of secret government files."
    The book "Religion, Inc." tells the story this way:
    "The darkest operation yet was mounted in March 1976 when the Mayor
[Cazares] went to Washington for a national conference of mayors. He was
met by Joseph Alesi posing as a reporter and was introduced to Sharon
Thomas who offered to show him Washington. As Cazares and Thomas were
driving along, she hit a pedestrian (Church of Scientology agent Mike
Meisner who feigned injury) and drove on. Following the hit-and-run
'accident', a church memo gleefully recorded 'I should think the Mayor's
political days are at an end'"

and the documents to Mitchell Hermann (aka Mike Cooper) with a copy to
CSG Mary Sue Hubbard. Hermann forwards the Meisner memo and appended
documents to the WorldWide Guardian's Office.
OUTPOINTS: INCORRECTLY INCLUDED RECORDS: It has only now struck me (I am
embarrassed to admit) that these are the only burglars in history who
carefully made a written record of every single theft they engaged in,
and made sure there were multiple copies of those records. This was very
accomodating of them. How would the government ever built a case without
such records...

Nancy Douglass is, apparently, "Scientology's covert operative at the
Drug Enforcement Administration." She informs Michael Mesiner that an
Interpol Liaison Office has been newly created at the Department of
Justice. That Office is to be the first step in the eventual transfer of
the Interpol National Central Bureau (NCB) for the United States from
the Department of the Treasury to the Department of Justice. Douglass,
according to the Stipulation (?) has attempted unsuccessfully to obtain
employment at the Interpol Liaison Office. Thus, it becomes neccessary
for Meisner to "obtain documents from that office through other means."
OUTPOINTS: WRONG SOURCE: Why is Nancy Douglass, at DEA, giving
information on what is happening at DOJ? Sharon Thomas is now at DOJ.
Why didn't this come from her? DROPPED OUT TIME: No date is given for
this; it is reckoned back from "early April," when Meisner allegedly
starts implementing his "other means."

Mary Sue Hubbard writes on Cindy Raymond's CSW for "Snow White
Subprogram Hunter, Hunter X" the following: "Dear Cindy--Approved--this
aligns with what Bur I. has been doing beautifully. Love, Mary Sue." On
the same day, the proposed program is issued in its final form as
Guardian Program Order 302 by Guardian WorldWide Jane Kember. Among
other things, the program directs: "[U]se all possible lines of approach

the sixth floor, then enter. They find a number of locked file cabinets,
as well as two locked safes. After searching in vain throughout the
entire suite of offices for keys to the file cabinets, they leave the
building.

Gerald Wolfe and Michael Meisner enter the United States Department of
Justice to locate the documents--regarding proposed amendments to the
FOIA--that are wanted by Cindy Raymond. Meisner uses his false IRS "John
M. Foster" I.D. card, and Wolfe uses his own IRS I.D. card. They "force
open the door" to the fourth floor suite of offices of Deputy Attorney
General Harold R. Tyler Jr. by using "a metal sheet" to slip the lock
latch. Rummaging throuh the files, they locate a series of memoranda
which the Department of Justice is about to send to Congress outlining
its position on proposed amendments to the FOIA. They photocopy the
documents, then return them to the files. Meisner sends the stolen
documents, with memoranda summarizing them, "to his superiors in Los
Angeles as well as to the 'CSG', defendant Mary Sue Hubbard."
OUTPOINTS: ADDED INAPPLICABLE DATA: The Stipulation throws in this
gratuitous note: "In the process of looking for the FOIA memoranda
within the Deputy Attorney General's suite, Mr. Meisner and the

Listen to the lilting language of the Stipulation: "Coincidentally, a
few days after the Justice Department entry, the defendant Cindy Raymond
wrote Mr. Meisner that she had learned that the Justice Department had
conducted an investigation of the Drug Enforcerent Administration [the
DeFeo report], which she directed him to get. The defendant Raymond
explained that the Church of Scientology had just lost an FOIA case
which it had initiated against DEA, and that it intended to appeal the
lowcr court's decision. In that context, the Guardian's Office wanted to
obtain the DEA investigation report and covertly leak the report to the
press to create an adverse campaign against DEA which might aid
Scientology in its FOIA appeal."

Meisner had seen the DeFeo report in Deputy Attorney General Harold R.

Gerald Wolfe and Michael Meisner again enter the Department of Justice
building, with Meisner using his counterfeit IRS identification card.
They "force the door" to the suite of offices of the Deputy Attorney
General (Harold R. Tyler Jr.) "in the same manner that they had
previously done," and enter the offices of Associate Deputy Attorney
General Togo D. West, Jr. Meisner, recalling where he had previously
seen the "DeFeo Report," takes it from a file cabinet in West's
secretary's office. Wolfe and Meisner photocopy the three parts of the
reports, return the documents to West's office, and steal the copies.
Meisner then summarizes each file in a series of three memoranda, dated
9 April 1976, which he forwards to "Br I Dir Nat'l" (Cindy Raymond),
via "SE US Sec" (Mitchell Hermann/Mike Cooper) with a copy to CSG Mary
Sue Hubbard.

"During the second week of April 1976," Mitchell Hermann (aka Mike
Cooper) sends a written order to Michael Meisner directing him to obtain
all files on L. Ron Hubbard and Mary Sue Hubbard from the Office of
International Operations (OIO) of the IRS. Appended to the order is a
report from CPA US Martin Greenberg of the Finance Bureau, stating that
he has received notice from IRS that the income tax return of the
Hubbards is being audited. Greenberg also indicates that Thomas Crate of
OIO is the tax auditor assigned to the Hubbard case. Meisner soon
locates the office of Crate by using a recent IRS directory obtained by
Gerald Wolfe.
OUTPOINTS: DROPPED OUT TIME, CONTRARY FACTS: According to the
Stipulation, this audit of LRH and Mary Sue Hubbard has been in progress
since AT LEAST 2 JULY 1973 [see]! How can Greenberg only NOW be finding
out? How can an audit have been being conducted for nearly two years
without the Hubbard's being apprised? Besides, this audit of LRH is
ALREADY known about (if ANY of this crap is really true), because it is

Wednesday, 14 April 1976
At approximentaly 7 00 p.m., Gerald Wolfe and Michael Meisner
(proffering his false "Foster" IRS identification card) enter the
building housing IRS's Office of International Operations at 1325 T.
Street, N.W., in Washington, D.C. They go to the tenth floor where
Thomas Crate's office is located, but are "unable to enter because the
door is locked." A cleaning lady notices Wolfe and Meisner acting
suspiciously, and notifies the security guard, who confronts Meisner and
Wolfe. The security guard is satisfied by Meisner's false IRS
credentials and Wolfe's genuine IRS I.D. The cleaning lady then opens
the door to Crate's office for them. The room contains many desks, so it
takes nearly thirty minutes to find Crate's desk. Once they do, Meisner
takes all documents relating to the Hubbard audit. Meisner then
discovers that Crate's superior is Howard Rosen, and checks Rosen's desk
as well. Inside one of the drawers he finds a key to Rosen's file
cabinets. In them Meisner finds several thick files on the Hubbards and
Scientology. They take all the files, but cannot find a photocopying
machine in the building. Meisner decides to take the files to the main
IRS building in order to copy them. So Wolfe and Meisner go to the IRS
building. where Meisner again uses his false IRS I.D. Meisner and Wolfe
copy all the documents, then return them to OIO, with Meisner once again
signing the false name of "John M. Foster." After replacing the files in
Roscen's file cabinet and Crate's desk, they take copies of the
documents and leave. The operation is completed around 11 p.m.

Michael Meisner's third attempt to get documents from the Interpol
Liaison Office in DOJ. Sharon Thomas goes with him this time. They enter
the Justice Department Building, go to the Interpol Liaison Office area,
and look through the office for a combination to the safes. They
eventually find it in a file card box on a secretary's desk [filed under
"SAFE COMBINATIONS," no doubt <snort>--Ed.]. After opening one of the
two safes, they find the keys to the file cabinets and gain access to
the documents. They take some three to four inches of documents, make
copies, and return the documents to the file cabinets. Some two hours
later, Thomas and Meisner leave the building with stolen copies.

Judge George L. Hart, Jr. queries Assistant United States Attorney
Nathan Dodell on the record and in the presence of Walter G. Birkel,
Jr., Esquire, counsel representing the Church of Scientology, whether
the United States has considered taking a deposition of L. Ron Hubbard:
THE COURT: Have you all considered taking Hubbard's deposition?
MR. DODELL: It is an interesting thought, Judge Hart... .

covers the period April 1974 to March 1976. The third memorandum dealt
with documetns prior to December 1973.

DeFeo Report to "The Village Voice" newspaper in New York under the
cover of being a disaffected Department of Justice employee. To that
end, Meisner goes to New York, where he telephones a reporter for the
Village Voice. Meisner, as ordered, identifies himself as a disaffected
Department of Justice employee who is offering the reporter a
confidential report on an investigation of DEA conducted by the Justice
Department. Meisner mails to the reporter half of the DeFeo Report, but
never completes the operation because of the Courthouse incident which
occurs on 11 June 1976 [see].

Figley's office, and delivers the copies to Michael Meisner. Meisner
sends a memorandum to Mitchell Hermann (aka Mike Cooper) which

Richard Weigand writes a letter entitled "Re: LRH Safety" to Mitchell
Hermann, aka Mike Cooper, appending the Paul Klopper memorandum of 20
April 1976 [see]. Weigand orders that the following actions be "done on
a very high priority and as fast as possible:"
    "A. A complete ODC [Overt Data Collectiom] and CDC [Covert Data
Collection] on Judge Hart. (this can fall under the targets of GPgmO 301
but must be done very fast)
    "B. Get a line in the JUDY area for immediate feedback of any
proposed intention to deposition LRH. Telex all data found. You should
also check out the flow line on which this type of deposition would
travel and keep a daily monitor of the line.
    "C. Get some type of line into Dodell (similar to the successful
suitable guise line you had when you were in DC) and keep tabs on what
his intentions are in the area of deposition of LRH.
    "D. Also see if we can do some type of JUDY action in Dodell's area
to get data predicting any action to deposition."
    Weigand instructs that in conducting the investigation on Judge
Hart, Hermann/Cooper should "Be sure to look for any data legal could
use to get him removed from the cases." On the same day, Weigand informs
Cindy Raymond of the directive he has issued to Hermann/Cooper. NOTE:
The Stipulation defines "JUDY area" as a code name for the covert
operation which are being carried out by Scientology agents within the
United States Department of Justice. The Stipulation says "JUDY action"
is defined as being a reference within the Information Burau to the
burglaries and thefts of documents which have taken place at the
Department of Justice, and says it is also later used as a euphemism for
burglaries in general.

Sharon Thomas meets Michael Meisner outside the Department of Justice
Building after 5:30 p.m. They enter the building together using Thomas's
Department of Justice I.D. card "in order to steal copies of documents"
from the office of Special Assistant to Assistant Attorney General for
Administration, John F. Shaw. They go to the first floor office of Shaw,
and Michael Meisner forces open the locked door to the Shaw suite of
offices "by inserting a plastic sheet the size of a credit card to slip
the latch." [Isn't this about the 26th different "device" described in
the Stipulation to break in with? I think so.--Ed.] They go through a
secretary's office which leads into Shaw's personal office. On his desk
is a five to six inch high stack of documents, all related to Interpol.
Meisner places these documents in his briefcase and, together with
Thomas, goes to the fourth floor and photocopies the documents. They
return the documents to Shaw's desk, then leave with the copies in
Meisner's briefcase

"In late April," Mitchell Hermann, aka Mike Cooper directs Michael
Meisner, in writing, to execute the order contained in the letter from
Richard Weigand of 27 April 1976 [see]. Appended to Hermann/Cooper's
directive are the Weigand and Klopper letters. Meisner immediately
notifies Sharon Thomas to be alert to any possible decision to subpoena
L. Ron Hubbard.

In a memorandum to Cindy Raymond entitled "Re: Current Feud Between
Justice and Treasury - Justice Takeover of Interpol NCB," Michael
Meisner excerpts one hundred and twenty four pages of some eight hundred
pages of documents stolen by him and Sharon Thomas from the DOJ offices
of John F. Shaw. Upon receipt of the memo, Raymond forwardes it and the
appended documents to WorldWide, stating that "the data is really
fascinating."

This is the estimated date for one of the following events, as quoted
directly from the Stipulation: "The defendant [Gerald] Wolfe, on three
other occasions, entered the main IRS building with the defendant
[Mitchell] Hermann, and Messrs. Joseph Alesi and Michael Baum, where he
made similar false IRS credentials for them." NOTE: No specific date is
given in the Stipulation for any of these three events. It only says
they are part of events that happened between "early April and late June
1976." Based on other clues, these three events are arbitrarily being
assigned to the dates 1 May, 1 June, and 25 June 1976.

Department correspondence on Interpol. This is allegedly a summary of
documents stolen from the Interpol Liaison Office at DOJ by Sharon
Thomas and Michael Baum. The memo and copies of documents are sent to
Cindy Raymond, who forwards them to WorldWide. [NOTE: one of the
documents included is a copy of a letter from Assistant Secretary of the
Treasury David Kendall to Deputy Attorney General William P. Roger. it
is worth checking out the Kendall name in relation to Interpol (check
current Director, whom David Miscavige met with).]

"On or about May 7, 1976," Gerald Wolfe and Michael Meisner enter the
United States Courthouse for the District or Columbia located at 3rd
Street and John Marshall Place, N.W., in Washington, D.C., around 4:00
P.M. They go to the 3rd floor, which houses the United States Attorney's
Office, to reconnoiter the area and locate the offices of Nathan Dodell.
They go to the third floor District of Columbia Bar Association Library,
and from there to the area housing Civil Division of the United States
Attorney's Office.
    Eventually, they locate Dodell's office in the back part of the
Civil Division area, off of a hallway near a key-operated elevator and
the rear door of the D.C. Bar Association Library. They search for a
photocopying machine, and find one coin operated machine in that
library, and two other larger machines within the United States
Attorney's Office next to the Fraud Division. At 5:30 p.m., they return
to Dodell's office and find the door locked. After trying unsuccessfully
to force open the door with a metal sheet, they leave the building.
Meisner instructs Wolfe to return to the Courthouse in the daytime and
inspect the latch on Dodell's door to determine how to gain access.

Gerald Wolfe telephones Michael Meisner at his office at the Church of
Scientology at 2125 S Street, N.W., Washington, D.C., and tells him that
he is calling from Nathan Dodell's office. Wolfe says that Dodell's
secretary has apparently left her keys on her desk. Meisner tells Wolfe
to take the keys and meet him on John Marshall Place, N.W. Half an hour
later, Wolfe and Meisner locate a locksmith at Seventeenth Street and
Columbia Road, N.W., where they obtain duplicates of some of the keys.
They then both return to the United States Courthouse, and Meisner drops
the keys in the hallway adjacent to Dodell's office. Both men then
leave the Courthouse.

Using his counterfeit IRS credentials in the name of "Foster," Michael
Meisner takes Richard Weigand on a tour of the main IRS building in
Washington, D.C., and shows him the offices which have been burglarized
and from which stolen documents have been taken. They are unsuccessful,
however, in gaining entry into the identification room and are,
therefore, unable to make a false identification card for Weigand.
OUTPOINTS: OH PLEASE! Weigand flies out from Los Angeles so he can go on
a walking tour of the IRS building with Meisner, who is using false I.D.
What was wrong with Disneyland? And why couldn't they get into the
identification room all of a sudden? Where are the shaped metal device,
the metal sheet device, the piece of cardboard, or even the trusty fist
against the top of the door?! DROPPED OUT TIME: Only indication of date
is "mid-May 1976."

Gerald Wolfe and Michael Meisner again enter the Howard Rosen and Thomas
Crate office area in OIO in order to obtain all new documents regarding
the Hubbard's audit [see database record for 14 April 1976]. Documents
are found only in the desk of Thomas Crate, although Rosen's files are
also rechecked. Meisner and Wolfe are able to enter the offices with the
assistance of the cleaning lady, who recognizes Meisner.
OUTPOINTS: DROPPED OUT TIME, ADDED ACCOMODATING CLEANING LADY: The
Stipulation asserts that this happened "on or about 15 May 1976." But 15
May was a Saturday, and the same cleaning lady who had let them into the
offices on the evening of 14 April--a Wednesday night--is again present.
You know, the one who never stops to wonder why they are authorized to
have access, but have no way to get in TWICE. You know, the one who
blithely and gladly lets them in AGAIN, never wondering why they have no
keys to get in with if they are supposed to be ALLOWED to get in. Your
tax dollars at work.

    "The documents and testimony of the government's informant,
according to informed sources, indicate that church members carefully
rehearsed staging a hit and run accident in the District and then
executed it in the following manner:
    "When Cazares was in Washington for a mayor's conference in May
1978 [sic--see OUTPOINTS, BELOW], he was invited to an interview with a
Scientology publication at a restaurant off DuPont Circle. Cazares
accepted and during the interview caught flirtatious glances from a
woman nearby.
    "Afterward he and the woman began conversing and he left with her
in her car, according to the sources.
    "As they drove through Northwest Washington the woman, who was
herself a Scientologist, apparently struck a pedestrian at roadside.
    "The woman then sped away, explaining she was too scared to stop.
In fact the pedestrian was a Scientologist, according to informed
sources, and was uninjured. [NOTE: What the Post article DOESN'T say is
that the "informed source" and the Scientology "pedestrian" are the same
person: super-spy Michael Meisner (according to other sources--see entry
for 15 c. March 1976).--Ed.]
    "The mayor, apparently unaware of [sic] that the driver was a
church member, returned to Florida, and Scientologists then attempted to
use against him reports that he had been in a hit and run accident and
had not reported it, the sources said."
OUTPOINTS: CONTRARY (TIME) FACTS, OMITTED DATA: First, this is being
listed in 1976 instead of 1978 (which the referenced source article
claims). All other accounts put the "hit-and-run" in 1976, and it is
patently impossible for it to have occured in May of 1978 since this
article appeared in April 1978. Also, this account claims May as the
month, but "Religion, Inc." claims it happened in March [see entry for
15 c. March 1976]. The Post leaves out the fact that the "pedestrian"
involved is Michael Meisner [see entry for 15 c. March 1976], who, no
doubt, is the "informed source," since this story was published after
Meisner turned state's evidence.

"this time by displaying the identification card of Ms. Thomas." They
again go to the first floor offices of John F. Shaw, which they enter by
again forcing open the door "using a credit card like device." They take
current data which Shaw has received regarding Interpol in general and,
in particular, an audit which is being conducted by the General
Accounting Office. All of these documents are classified for "Limited
Official Use." They photocopy the documents and leave the building with
the stolen copies. Meisner then summarizes the documents in a 17 May
1976 memorandum to Cindy Raymond, sent via Mitchell Hermann, aka Mike
Cooper.

At approximately 6:30 to 7:00 p.m., Gerald Wolfe and Michael Meisner
enter "the Courthouse building at 1111 Constitution Avenue, N.W."
[sic--see OUTPOINTS, below]. They "drive from there to the United States
Courthouse" [sic--see OUTPOINTS, below]. Meisner uses his IRS credentials
and signs in using the name "John M. Foster." They inform the General
Services Administration (GSA) security guard that they are going to the
District of Columbia Bar Association Library to do legal research. The
guard calls the Bar Library and inquires whether they will be permitted
to enter. On being informed that they can use the library, the security
guard issues Meisner an elevator key. Wolfe and Meisner then go to the
Bar Library on the third floor, where they sign the library log using
the names "J. Wolfe" and "John Foster," respectively. They walk to the
back of the library, remove some legal books from the shelves, place
them on a table, and pretend that they are doing research. A few
minutes later, they pass through the back door of of the library into
the hallway off of which Nathan Dodell's office is located. Using the
duplicate keys [made from the ones they found left behind by
Yet-Another-Air-Headed-Secretary--Ed.], "they forced open the door to
Mr. Dodell's office" [sic--see OUTPOINTS, below] and enter the office
"without permission." Wolfe and Meisner examine Dodell's unlit office by
flashlight and find a current file on Scientology. Meisner takes that
file as well as a number of other files from one of Dodell's file
cabinets. They walk through the third floor hallways to the Offices of
the United States Attorney for the District of Columbia and photocopy
approximately six inches of documents on Scientology and Interpol. They
return the documents to Dodell's files and leave the courthouse at
approximately 11:00 p.m. with the copies in Meisner's briefcase. They
return to the parking lot at the main IRS building. Meisner then returns
to his office and immediately telephones Richard Weigand to inform him
that he and Wolfe have burglarized Dodell's office and stolen copies of
the Interpol documents located therein. The Stipulation states grandly:
"These were the documents which the United States Guardian's Office had
been ordered to obtain by Guardian WorldWide Jane Kember in November
1973 as well as the documents targeted both by GPgmO 9, and a subproject
written by the defendant [Cindy] Raymond pursuant to GPgmO 302." [See
OUTPOINTS, below.]Weigand congratulates Meisner on his successful
mission.
OUTPOINTS: ADDED INAPPLICABLE GOOFS, BOTCHES, GAFFS, AND GARBLES: The
boys in DOJ musta' been up late one night dreaming this caper up to
write about. First, the IRS building--not the courthouse--is at 1111
Constitution Avenue. Even Wolfe and Meisner wouldn't drive from the
Courthouse to the Courthouse. Now, why, since they were using "duplicate
keys" would they "force the door open"? Is this "The Two Stooges Do the
DOJ"? What did they do--bang on the door with the keys till it opened?
Finally, it sounds like this incident was the first fiction written by
the writers of the Stipulation, and they were going to hang everybody on
this one theft. Then they decided to go ahead and make it three-hundred
pages worth, and forgot to edit their grand claim that "These were the
documents which the United States Guardian's Office had been ordered to
obtain by Guardian WorldWide Jane Kember in November 1973 as well as the
documents targeted both by GPgmO 9, and a subproject written by the
defendant [Cindy] Raymond pursuant to GPgmO 302." Sheesh. Finally, it
should be noted that the "six inches" of documents described is later
described as about 1,000 documents copied and stolen in this one run.
The six inches/1,000 sheets may add up as about right, but these must
have been the most efficient boys ever to jockey a copier, since they
managed to copy 1,000 documents in about 3 hours or less--allowing for
their travel time, time in the library, time searching for the files,
etc. That copier musta' been SMOKIN'!

In two memoranda addressed to Cindy Raymond via Mitchell Hermann (aka
Mike Cooper), entitled "US Interpol NCB Documents on Scientology
Withheld in Entirety Under FOIA" and "US Interpol NCB Documents on
Scientology Partially Withheld Under FOIA," Michael Meisner summarizes
the documents that he and Gerald Wolfe stole on 21 May from the offices
of Nathan Doddell. Appended to these memoranda are at least eighty-six
of the approximately one thousand pages of documents stolen from Dodell.
OUTPOINTS: ADDED INAPPLICABLE CONFUSION: The Stipulation is extremely
confusing regarding memoranda summarizing documents taken from Dodell's
office in the alleged 21 May 1976 burglary. The best that can be

from Mr. Dodell."

In a CSW dated 27 May 1976 to Henning Heldt, Gregory Weigand informs him
that GO 1361-1 target 2 calls for the "replacement" of "FSMs" at the IRS
in DC and LA. But Weigand points out that since there are no plans to
have the "existing FSM in DC [Wolfe] replaced" and since they have been
successful in getting the documents from Los Angles IRS through other
covert means, there is no longer a need for target 2 of GO 1361-1. Thus
he requests approval for the cancellation of that target.

(sic--see NOTE) and appended stolen documents" to WorldWide with a cover
memorandum outlining the content of the package. A copy or the material
is sent to the Deputy Guardian for the United States, Henning Heldt, and
to the Deputy Guardian for Information in the United States, Richard
Weigand. NOTE: This entry seems to be referring to the TWO 25 May 1976
[see] Meisner memoranda, entitled "Nathan Dodell, Current Information on
Scientology's Harrassment of the Government on Legal Lines," and
"Significance of Dodell Material Enclosed." But the Stipulation, in
describing this event, uses the singular "memorandum," so who the hell

Gerald Wolfe and Michael Meisner meet once again outside the main IRS
building in Washington, D.C. at approximately 6:30 p.m., and after
parking one of the cars nearby, proceed to the United States Courthouse.
At 7:30 p.m., Meisner signs in as "John M. Foster," using his false IRS
I.D., and Wolfe signs in as "T. Haake," using a D.C. Bar Association
library card he has borrowed from another IRS employee. Once again they
"borrow (sic) an elevator key" and go to the third floor, where they
enter the Library of the District of Columbia Bar Association "through
the back door without first signing in." A few minutes later, finding
the area clear, they go to Nathan Dodell's office and open the door with
the key which they had previously duplicated. This time they take
approximately one foot of documents related to Scientology, and more
specifically to the District of Columbia Police Department and the
federal Food and Drug Administration. These docments are photocopied on
the United States Attorney's Office photocopying machines. As Wolfe and
Meisner are returning to Dodell's office through the library, they are
stopped by night librarian Charles Johnson, who inquires whether they
have signed in. When told no, he requires them to sign in. Meisner signs
in as "J. Foster" and Wolfe as "W. Haake". They give 964-4483 as a
reference phone number. The night librarian informs them that they are
not to return to the library unless they have specific authorization
from the regular librarian. Wolfe and Meisner immediately leave the
library, return the documents to Dodell's office, and leave the
Courthouse (signing out at 9:55 p.m.) with copies of the documents in
Meisner's briefcase. After leaving Wolfe at the IRS building, Meisner
returns to the Guardian's Office.
OUTPOINTS: SMOKING GUN LYING BULLSHIT: Okay, these government hacks
writing this crap stretched it a little bit describing the EARLIER
alleged entry into Dodell's office, on 21 may 1976 [see], when they
claimed Meisner and Wolfe had managed to photocopy and steal about 6
inches/1,000 documents in what would have to be only about three hours.
But now they choked on their own spew; now they are claiming that these
two wunderkind have managed to copy TWELVE INCHES of documents--which,
by their own formula would be about 2,000 documents--in just UNDER two
and a half hours. That's a rate of EIGHT HUNDRED DOCUMENTS COPIED PER
HOUR or THIRTEEN DOCUMENTS PER MINUTE of FOUR AND A HALF DOCUMENTS PER
SECOND. The Stipulation is written by a pack of liars.

The night librarian of the District of Columbia Bar Association Bar
Library, Charles Johnson, and the GSA Security Guard at the United
States Courthouse in D.C., notify "the United States Attorney's office"
that two individuals, who had identified themselves as IRS employees and
who had in their possession IRS identification cards, "had been seen
using the photocopying machines of the United States Attorney's Office
on the previous Friday evening." Both Johnson and the guard (unnamed)
are "instructed to immediately contact the FBI if those two individuals
returned to the Courthouse."
OUTPOINTS: OMITTED DATA--WHO saw Wolfe and Meisner using the photocopying
machines? WHO was notified at "the United States Attorney's office?" WHO
instructed both the guard (omitted name) and Johnson to "immediately
contact the FBI"? Was it Dodell himself? WHY should they contact the FBI
over two IRS employees using a photocopying machine? Do Johnson and the
guard independently come to this idea of notifying the US Attorney's
Office? Are they there during the day? Why didn't they report it to
their own superiors, instead of to the US Attorney's Office?
